Job Description

& SCOPE OF WORK

The MRT (Mobile Response Team) Project Manager is responsible for developing and overseeing a strong, well-trained, and highly motivated outreach team. The MRT responds to individuals living in Permanent Supportive Housing (PSH) and Health through Housing (HtH) sites, who are experiencing a behavioral health crisis. This team is trained on resolving the crisis episode in the moment, and then follow-up with the individuals care team at each site, the team can work with an individual and their team up to 30-days to re-establish connections or assist with assessments for higher level or care and treatment. In cases where an individual is not service connected and desires to be, the MRT will work with an individual for 90-days to make connections with BH and CM services.

The MRT Project Manager will also be responsible for overseeing the establishment of collaborative and engaging connections with PSH and HtH program staff from Plymouth Housing, Catholic Community Services and DESC. They will also establish working relationships with Police Precinct, Fire/Medics, DCRs, Emergency Room staff, and Crisis Connections. As part of the team, the Project Manager will at times be responsible for providing clinical and psychosocial assessments in the field and mental health evaluations to determine least restrictive alternatives to ITA.

MAJOR DUTIES AND RESPONSIBILITIES:

ADMINISTRATIVE RESPONSIBIITES

  • Work in close collaboration with the Sr. Manager of Mobile Response and Medical Director.
  • Manage and provide oversight of the schedule for all aspects of MR services throughout King County.
  • Conduct performance evaluations on a regular and scheduled basis according to agency protocol to all assigned FTE.
  • Establish team norms relating to hiring practices; written job descriptions, screening, and interviewing candidates, and making hiring decisions based on team and client needs with DEI being a priority in the process.
  • Point person for day-to-day coordination and problem solving with partnering organizations, Plymouth Housing Group, Catholic Community Services, both at PSH HtH sites. Responsible for organizing monthly and quarterly meetings for information sharing and discussion on MOU.
  • Work in coordination with the Neighborhood Engagement Specialist to strengthen and foster relationships, timely information sharing, and training with law enforcement, criminal justice, healthcare facilities including emergency rooms, psychiatric inpatient units, mental health and chemical dependency service agencies, the neighborhood and surrounding businesses, and other human service organizations.
  • Ability to work flexible hours as required by program and staffing needs including evenings, weekends, or holidays. This includes sharing on-call duties and covering shifts, as necessary.
  • Share on-call administrative and supervisory duties with the MR Sr. Manager and other Project Manager/Supervisors in emergent situations. May need to provide in the filed coverage as needed.
  • Understand the Good Neighbor Agreements established by DESC or other agency and assure full compliance with procedures and protocols aimed at maintaining collaboration, safety, and security of the neighborhood.

CLINICAL SUPERVISION TRAINING RESPONSIBIITES

  • Teach and promote core DESC values, crisis intervention and de-escalation skills essential to ensure the safety of clients and staff.
  • Assure DESC and CSC program values are adopted and fully incorporated by staff.
  • Provide routine administrative and clinical supervision of the MRT Supervisors; MHP, SUD, Peer, both in the office and out in the field.
  • Under the supervision of the Mobile Response Sr. Program Manager, oversee day-to-day MR program operations, which includes working to ensure all roles and scope of work is integrated for a seamless service delivery to clients.
  • Provide direct clinical and administrative oversight and guidance in an integrated manner to the different roles in the Supervisors group, to ensure staff are trained in an integrated manner.
  • Oversee team clinical documentation to assure that staff maintain current and complete clinical records, and that documentation complies with the agency's clinical accountability policies and procedures and contract requirements.
  • Assure continuity of services between clients at HtH sites and Peer Counselors that are located at each site, and Peer Counselor are fully supported with access to resources for groups, supervision, and access to team information.
  • Participate in psychiatric consultation, supervision, program meetings and in-service trainings; participate in clinical reviews and case conferences for clients.
  • As a member of a multi-disciplinary team, provide training to the team on multi-axial assessments, substance use disorder (SUD) and Mental Health assessments, crisis intervention risk assessment, stabilization, and meaningful engagement to adults.
  • Train relevant skills and procedures that meet agency and various contract requirements. Provide specific crisis intervention and other relevant training.
  • Train staff in verbal de-escalation and supportive restraints in emergent situations and be able and willing to assist other staff as needed to maintain a safe, secure environment.
  • Mentor staff on conducting work within a Recovery framework.
  • Assure implementation of program development in congruence with principles of recovery-based services.

CONTRACTS COMPLIANCE

  • Work in coordination with QIM department to ensure compliance with all relevant contract and procedure requirements.
  • In conjunction with DESC's Data Systems Administrator, coordinate data collection and reporting to King County.
  • Ensure the program is meeting all reporting elements in the most effective and efficient manner.
  • Participate in quality assurance reviews with King County when assigned by Manager of Mobile Response.
  • In collaboration with MRT Manager and Coordinator that program operates in compliance with contract, licensing, and relevant regulatory requirements.
  • Maintain strong knowledge of DESC personnel policies, procedures, and collective bargaining agreement. Assure compliance with same.

MAINTAINING EQUIPMENT PURCHASING

  • Assure all staff have driving authorization and the program vehicles are well maintained, and all safety procedures are followed.
  • Provide building security as needed.
  • Ensure all equipment and resources procured follow DESC procurement guidelines for purchasing.
Requirements:

MINIMUM QUALIFICATIONS

  • Eligible for a Licensed AAC credential or any other superseding credential that meets RCW 71.05.020 requirements to act as a Mental Health Professional whose scope of practice includes independently conducting mental health assessments and making mental health diagnoses
  • Master's degree in social work, psychology or other relevant behavioral science.
  • Two or more years' experience in community based behavioral health services.
  • Experience working with adults experiencing homelessness, mental illness and/or substance use disorders.
  • Be able to pass a Washington State Criminal background check.
  • Ability to drive an agency or personal vehicle to conduct agency related business. A current Washington State driver's license and insurable driving record are required.
  • Familiar with Recovery Principles, Crisis Intervention and Stabilization, Integrated Treatment of Co-occurring Disorders, Intensive Case Management, Illness Management, and relevant Evidenced based/Emerging best practices.
  • Have a strong understanding of recovery and resilience, the value of client partnerships and client choice, and the balance between protection from harm and personal dignity.
  • Knowledge of Harm Reduction strategies.
  • Strong working knowledge of DSM V.
  • Be able to assess situations quickly and respond appropriately and calmly to any type of mental health and/or chemical dependency crisis to ensure the physical and psychological safety of clients.
  • Be willing to seek to understand each client's unique circumstances and personal preferences and goals and incorporate them into the crisis response to help the client regain a sense of control.
  • Assist clients in accessing internal resources to reinforce the client's ability to resolve crisis on their own and assist clients in identifying unmet needs that may be causing them to have recurrent crisis.
  • Possess effective communication and writing skills.
  • Ability to work flexible hours as required by program and staffing needs including evenings, weekends, and/or holidays.
  • Able and willing to provide community outreach anywhere in King County from which a referral may originate, at times with no first responders present.
  • Familiar with King County crisis response system and methods of access.
  • Ability to communicate with and supervise staff from diverse backgrounds.
  • Ability to work effectively with clients displaying a wide range of unpleasant and/or bizarre behaviors.
  • Subscribe to the philosophy of cooperation and continuity across programs and of consideration and respect for clients.

PREFERRED QUALIFICATIONS

  • One or more years' supervisory experience.
  • Licensed Social Worker (LICSW), Licensed Marriage and Family Therapist, or Licensed Mental Health Counselor (LMHC) in State of Washington, preferred.
  • Qualified to provide Department of Health Approved Supervision to LICSW, LMFT and/or LMHC candidates.
  • Bilingual in Spanish/English.
  • Crisis Outreach and/or Crisis Intervention experience.
  • Bi-cultural background/experience and/or qualify as an Ethnic Minority, DD, or Geriatric Mental Health Specialist (per WAC 388-865-0150 definition).
  • Experience providing supervision and/or program management within the mental health and/or substance use field.
